It is a document issued by the National Department of Merchant Shipping for the calls to prescribed goods (imported with government benefits) have the authorization to be carried on a foreign flag vessel in the event of failure of a vessel of the national flag, whic its usualy the case for Bulk and Break Bulk cargoes.

WHAT IS MEANT BY FLAG
The customs conceptualization is meant by the requirement of the importer flag used exclusively national or chartered by national flag ship company to bring the imported when it has please tax (exemption or reduction) or the importer is public administration product.
The mandatory use of or chartered by Brazilian national flag ship company can also be supplied by a document called Waiver, which in English means “Renunciation”, since, for beyond the control of the Brazilian shipowner circumstances, the flag ship Brazil has no way to load the goods. There is something like a tacit renunciation.
This letter is provided for withholding agency of the Ministry of Transport to take care of water transport (DNTA – National Department of Water Transport), supplied by the importer proves that there was no Brazilian flag vessel during shipment abroad.
This possibility is foreseen in § 4 of art. RA 210 (dec. 6.759/09)
